To enter, all you have to do is sign up to the official mailing list and then wait for an e-mail with instructions on how to enter the next stage.
Important Shuttle Bus Information For Reading Festival
This year you will again be able to use the shuttle bus service that is provided by Reading Festival. I assume it is also free of charge.
The pick up is at the front of Reading railway station itself and the drop off is at The Moderation Pub on Caversham Road, which apparently is only about 2 minutes walk away from the actual Reading Festival site.
